"The US Army Corps of Engineers (COE) and the Sonoma County Water
Agency (SCWA) are working together on a Feasibility Study to
complete a report that will ultimately recommend a solution to the
flood control and ecosystem restoration problems of the Laguna de
Santa Rosa identified in a Reconnissance study conducted by the
COE." Huh!? This is so layered in studies it's hard to see what
could be involved. And flooding problems?? The Laguna floods when
there's rain, that's its function in the watershed. Ecosystem
restoration? Maybe. Years ago, as mitigation for the Warm Springs
Dam, the COE promised to do something to benefit Laguna de Santa
