SMART plans to launch service to Larkspur, the rail system’s gateway to San Francisco via the nearby ferry, by mid- December after finishing testing on the extension, helping set the stage for an expanded schedule that agency officials branded “a game changer.”
The 2-mile extension is Sonoma-Marin Area Rail Transit’s first completed expansion since it began operating in 2017 on 43 miles of existing track from San Rafael to Santa Rosa’s northern outskirts. Completion is a watershed moment for the taxpayer-supported transit system voters approved in 2008. Design, construction and planning service took about 2½ years for the $55.4 million project that includes an accompanying bicycle and pedestrian pathway adjacent to the tracks that is expected to be finished by the end of next year.
The timing of the station’s opening next month and expansion of train service the first week of January is not lost on officials with SMART, who again seek voter support in March for renewal of the sales tax that funds the 2-year-old passenger rail system. Without extension of the commuter rail agency’s primary funding source about a decade early, staff has warned of a need to burn through financial reserves or make deep cuts to SMART’s workforce and service over the next three years.

The extension of the Sonoma-Marin Area Rail Transit line from San Rafael to the ferry terminal at Larkspur was awarded a key federal grant Monday, a $22.5 million check that will help make the line more accessible for both commuters and Bay Area tourists.
The Federal Transit Administration grant virtually assures that the 2.1-mile section already under construction will have the $55.4 million needed to complete the job, now envisioned for the end of 2019.
While Congress set aside the funds in 2016, allocation of the money by the federal transportation bureaucracies was never assured, so the decision to release the funds was a huge relief and represents a significant accomplishment for the local rail agency, said Farhad Mansourian, SMART general manager.
“This is a big story,” Mansourian said. “We are one of five projects in the nation — out of a pipeline of 50-something — that has been approved.”
The project is important because it will make the transition between rail and ferry more convenient for commuters on the 43-mile line, and will also make the North Bay more accessible for tourists, Mansourian said. Riders currently take a shuttle bus between the ferry terminal and the downtown San Rafael rail station.
“When this is done, we’ll be connecting a regional ferry to a regional airport,” he said.

The planned rail link to a Marin County ferry terminal, envisioned as a key part of a new SMART passenger rail service set to debut in 2016, appears to have secured the funding it needs to advance.
Congress is expected to approve a $1.1 trillion federal spending bill as early as Friday morning that includes $20 million for the rail link from downtown San Rafael to the Larkspur ferry terminal.Officials with the Sonoma-Marin Area Rail Transit authority had been working with regional partners for three years to acquire the federal funding, which adds to $20 million already secured for the Larkspur project through local toll money.
“The extension from San Rafael to Larkspur is going to happen. That’s a big deal for the system,” said Rep. Jared Huffman, D-San Rafael.
Connecting rail passengers to regional transportation hubs is a critical component of the SMART project, which initially is set to debut in late 2016 along a 42-mile segment from near the Sonoma County Airport to downtown San Rafael.
