Citizen groups sue to block Sonoma Developmental Center environmental report

The suit seeks to force the county to revise the environmental impact report for the 945-acre campus to address what it calls critical issues and provide more accurate analyses of subjects like emergency evacuation.

Two community organizations filed a lawsuit challenging the environmental impact report prepared for Sonoma County in its bid to redevelop the site of the dormant Sonoma Developmental Center in Glen Ellen.

The plaintiffs, Sonoma County Tomorrow and Sonoma Community Advocates for a Livable Environment, call the report — a massive 2,500-page document prepared by the urban planning firm Dyett & Bhatia and submitted in October — “a shortsighted plan with serious environmental consequences.”

The suit, filed Wednesday in Sonoma County Superior Court, seeks to force the county to revise the report, the plaintiffs say, to better address critical environmental issues and to provide more accurate analyses of subjects like emergency evacuation and protection of a vital wildlife corridor.

The suit states that the report fails to take into account the center’s rural setting, limited roadways, wildfire vulnerability.

Santa Rosa officials to review new plan that envisions more of a ‘big city’ downtown

Santa Rosa planning officials hope a new 12-page document holds the key to unlocking the future for a city center replete with new, taller mixed-use buildings and vibrant ground-floor commercial spaces that draw in foot traffic.

A draft plan for Santa Rosa’s future downtown will go before the City Council and Planning Commission on Tuesday afternoon in a joint meeting at City Hall. It’s predicated on the idea that Santa Rosa’s “suburban downtown” needs to “grow up” to better accommodate its population of roughly 180,000, according to Patrick Streeter, a city planner overseeing the effort.

“The direction that we got from council was that they want to see us go big and go bold with a new idea for downtown,” Streeter said. “That’s what we’re hoping to deliver to them on Tuesday.”

The plan redesign comes as Santa Rosa has fallen well behind the housing growth goals it set more than a decade ago. The city has slashed fees and tried to streamline its development processes, but a large apartment tower — coveted by officials as proof of concept and a precursor to future tall buildings — has yet to materialize.

Santa Rosa’s “big city” downtown would include new apartments for residents and places to work for downtown employees, aided in part by a new method of determining height limits meant to encourage taller buildings near Old Courthouse Square.

This new method, which would replace the more rigid current height caps, involves city-determined ratios of floor area to lot size. In theory, it could allow for much taller buildings than Santa Rosa sees now, including the potential for a 20-story building with more than 600 apartments and some commercial space on the site of the defunct Sears at the downtown mall, according to city documents.

Rohnert Park to review proposal for 1,400 homes on 269 acres north of SSU

A homebuilder has embarked upon the initial step to develop a major chunk of agricultural land in northeast Rohnert Park, asking the city to increase by a third the number of units allowed on the mostly vacant property long designated for housing.

The development group led by Pleasanton-based Signature Homes submitted an application to the city last month seeking to bump up the number of homes built on the 269-acre site to more than 1,400 — about 350 more units than envisioned in city’s original plan two decades ago. The property, which sits outside city limits, is one of the last sizable pieces of undeveloped land on the city’s northeastern outskirts. It is north of Sonoma State University and east of Snyder Lane, and bordered on the south by the even larger University District housing development.

On Tuesday, the City Council will review the entire proposal, which Signature Homes estimates would add 3,700 residents to the city of about 43,000 people. The study session will allow council members to weigh in on the density of the proposed development.

Moving forward will require the city to formally annex the property into the city. Rural single-family homes sit on a dozen of the 36 parcels.
